鲁尼不召妓了;

江西国土厅干部不受贿了;

老公不养小三了;

妻子不红杏出墙了.

Smoking Schoolgirls Spark Online Fire

An undated photograph posted recently online shows five schoolgirls smoking on a street in Foshan, Guangdong province. [ China Daily]

Photographs posted online of a group of teenage girls in their school uniforms smoking on a street in Foshan, Guangdong province, have aroused public concern.

The photos were published on a popular, local online forum by an Internet user, who goes by the pseudo name “toxicwaltz”, on Tuesday afternoon.

The post on www.ttx.com.cn said the five girls, four of whom were seen smoking in the photographs, are students of the Foshan No 10 Middle School.

The photos show two of the girls throwing their cigarettes while two continued puffing after they noticed a camera pointed in their direction.

“It is usual to see schoolboys smoke, but I never expected such awful behavior from girls,” wrote “toxicwaltz”.

“What makes me even sadder is that there is a slogan on the gate of their school that reads: ”To advance education, to optimize and strengthen rules”.”

Official statistics show China has more than 350 million smokers. According to data released by the Ministry of Health in 2008, 15 million children between the ages of 13 and 18 smoke.

Wang Yuqi, a junior high school student from Hebei province, said that boys who smoke are a bad influence on the girls.

“They (the boys) want to pretend to be mature (by smoking). Girls follow.”

Wang Qian, a teacher at the Xingtai No 2 Middle School in Hebei, thinks that smoking among teenagers is a common problem and an increasing number of children are taking their first puff younger than ever.

“Maybe the media and movies are influencing them. Or maybe they smoke to release the pressure of studies,” Wang told China Daily. “When we find out that our children are smoking, we should care for them and educate them, not criticize.”

Several netizens posted that the girls” behavior was improper, with one calling them “silly”.

Netizen “Lannan” wrote that the government should strengthen supervision of those who sell cigarettes.

According to Article 15 of the Law of the People”s Republic of China on the Prevention of Juvenile Delinquency, “The parents or other guardians of minors and the schools shall educate minors not to smoke or drink excessively. No business place may sell cigarettes or wine to minors.”

But clearly it is not too difficult for kids to get cigarettes.

The vice schoolmaster of the Foshan No 10 Middle School told Guangzhou Daily that the school had investigated the matter and found the girls in the photograph to be students at their school.

She said that many students who smoke think that smoking makes them look “cool and fashionable”.

The school, the society and families should join hands to educate the students, she said.

“If shops stop selling cigarettes to minors and the parents do not smoke, with the education kids receive at the school, it won”t be difficult to reduce smoking among children,” she said.[China news]

Giant Full Moon to Light up China’s Lantern Festival

The biggest full moon of the year will light up China”s Lantern Festival on the weekend, assuming favorable weather.

“The full moon on Sunday, which coincides with the Lantern Festival, will look 10 percent bigger than its normal size,” said Wang Sichao, an expert at the Chinese Academy of Sciences” Purple Mountain Observatory based in east China”s Nanjing City.

He said the moon will pass the area around the perigee at 6:00 a.m. Sunday. However, the brightest and roundest moon will be observed on Monday, March 1.

The Lantern Festival, which falls on the 15th day of the Chinese Lunar New Year, is an occasion for family reunion. It marks the formal end of lunar New Year festivities.

According to Chinese tradition, people go outside and enjoy the colorful lanterns on the streets and in parks the night of the festival. They also eat yuanxiao, small dumplings made of glutinous rice flour usually with a sweet filling.

The Beijing city government on Friday sent text messages to mobile phone users to remind all that fireworks are not permitted in the city after the Lantern Festival.

Many big Chinese cities like Beijing impose fireworks bans, only allowing fireworks celebrations during the lunar New Year festival period.

The Beijing fire department said fireworks caused 106 fires since Feb. 13, the first day of China”s Spring Festival holiday, but that there were no cases of big fires yet. [China news]

CCTV Building Fire Trials Underway

A Beijing court began hearing the first trials Monday involving alleged wrongdoers connected to the massive blaze that damaged the multi-billion-yuan China Central Television (CCTV) high-rise one year ago.Beijing No 2 Intermediate Court said yesterday it had received a case filed by local prosecutors against 23 suspects charged with causing accidents with dangerous materials.

Among them is Xu Wei, former director of the national TV network”s new headquarters, who prosecutors said decided to store illegal fireworks and hold the grand display on the building during Spring Festival last year.

The move backfired and the fireworks ended up severely damaging the 30-story annex tower.

Those charged include six other former CCTV employees and six former employees from the project”s construction company.

Prosecutors said the suspects organized the illegal firework display, something that was not permitted on the 5-billion-yuan project site.

The case is the first of what is likely to be a series of cases targeting personnel thought to be responsible for the fire, which caused the death of one firefighter and injured six others on Feb 9 last year.

Constructors who used flammable building materials for the project and government officials who failed to prevent the CCTV staff from letting off the illegal fireworks are also expected to face trials in the coming days.

Mu Ping, chief procuratorate with the Beijing People”s Procuratorate, told reporters last month that government officials from the local construction and work safety supervision committees will be charged with neglecting their duties.

The State Council, the nation”s cabinet, said in a special investigation report that 44 alleged wrongdoers, including government officials, will be prosecuted for various alleged offences connected to the fire, which caused around 163 million yuan in damage.

CCTV”s former director, Zhao Huayong, received an administration demotion after the incident along with other officials and the national TV network was fined 3 million yuan, investigators from the cabinet said.

In another development yesterday, a subcontractor involved in the building of the CCTV tower was ordered to pay about 1.21 million yuan to one of its suppliers, the Chaoyang district court said.

The subcontractor responsible for fitting waterproof boards is based in Zhongshan, Guangdong province, and had bought materials worth about 3.69 million yuan from a supplier in Shanghai.

However, after the fire, the project was halted and the Zhongshan company stopped paying the supplier.

The court ruled the Zhongshan company must pay the remaining material costs to its supplier.[China news]

Safety of Food Chain Ensured at Source

Animal raisers face a fine of up to 50,000 yuan ($7,320) for improper use of feed and additives, including practices such as adding illegal materials to animal feed and feed additives, and using meat and bone meal for ruminant livestock feed, according to a draft regulation made public over the weekend to solicit public opinion.

The draft regulation also stipulates that animal feed and feed additive companies are obliged to immediately recall products upon discovery of any defect that may harm animals or people.

Other stipulations in the draft include those covering imports and exports. For example, foreign companies are only allowed to sell feed and additives in China through domestic branches or local agents.

The full text of the draft regulation can be found on the website of the State Council Legislative Affairs Office, and feedback can be sent before March 15.

The office said the draft regulation is to meet the increasing public demand for better quality and safety of animal products.

Safety issues dogging the feed industry include illegal additives, lack of quality and safety controls over the production process, and light punishment for offenders, the office said.

“The most common illegal feed additives are protein materials,” Wang Dingmian, former chairman of the Guangdong Provincial Dairy Association, told China Daily yesterday.

He said the reason is that the protein level is a major indicator in feedstuff tests.

“The higher the protein level, the pricier the feed.”

He said although not all protein additives may result in harm to animals or people, unregulated usage of such materials could lead to other problems.

“Animal feed is the source of the food safety chain. Unregulated feed additives may lower the quality of animal products like meat and milk,” he said.

Wang mentioned that after the melamine-tainted milk crisis in 2008, which led to the death of at least six children and sickened over 300,000 others, some of the milk which was not confiscated was sold to feed companies.

“It is dangerous because once melamine goes into animal feed, it runs along the food chain and may finally end up in human bodies,” he said.

“So the government is taking action from the starting point,” Wang said.

Dairy products are the only animal-sourced material allowed in feed and feed additives, according to the draft.

Yan Weixing, deputy director of the National Institute of Nutrition and Food Safety affiliated to the Chinese Center for Disease Control and Prevention, told China Daily yesterday that safe animal feed would help ensure healthy animals and people.

Citing the mass food poisoning case last year in Guangdong province, he said: “About 70 people fell ill after eating organs, mainly liver, harvested from pigs fed with the banned chemical clenbuterol,” he noted. Clenbuterol, which is poisonous to humans and could be fatal, is used to prevent pigs from accumulating fat.

Also, malachite green, the chemical which battles fish parasites and fungal infections, is still used in fish farms despite a government ban imposed in 2002, Yan said.

“Some farmers continue to use antibiotics because they are cheap and effective,” he said.

With the residue passing to humans through the food, it would raise bacterial resistance and make drugs less effective for treating various human infections.[China news]

U.S. Announces Arms Sale to Taiwan

2010 February 1
Posted by fjzhangqiuhui

In disregard of strong opposition from Beijing, the Obama administration on Friday announced plans to sell advanced weapons to Taiwan.

Washington recognizes Beijing”s position that Taiwan is part of China.

The arms sale would include 114 Patriot (PAC-3) anti-missile systems, 60 UH-60M Black Hawk helicopters, 12 Harpoon Block II Telemetry missiles, 2 Osprey Class mine hunting ships and a command and control enhancement system, according to a Pentagon website.

China immediately expressed “strong indignation” about the sale after the U.S. government notified the U.S. Congress of the plans to sell the weapons worth about 6.4 billion dollars .

The arms sale is “crude interference in China”s internal affairs and seriously harms China”s national security and China”s peaceful reunification efforts,” said Chinese Vice Foreign Minister He Yafei.

The new arms sale would jeopardize China-U.S. relations and have a seriously negative impact on many important areas of exchanges and cooperation between the two countries, he said.

The arms sale constitutes another violation of the solemn U.S. commitment made in the three joint communiques between China and the United States, especially the “August 17 Communique” signed in 1982. The U.S. side states in the communique that “it does not seek to carry out a long-term policy of arms sales to Taiwan” and “intends to reduce gradually its sales of arms to Taiwan, leading over a period of time to a final resolution.”

The Chinese government and people have firmly opposed any U.S. arms sales to Taiwan because such moves seriously damage China”s core national interests and China-U.S. relations as well.

In 2008, China curtailed military exchanges with the United States after the then Bush administration approved a 6.5-billion-dollar arms deal with Taiwan, including 30 Apache attack helicopters and 330 Patriot missiles.[China news]

China suspends military visits with US

2010 February 1
Posted by fjzhangqiuhui

China has decided to suspend scheduled visits between the Chinese and US armed forces after Washington”s announcement of arms sales to Taiwan, said Huang Xueping, Defense Ministry spokesman in a statement Saturday.

Major General Qian Lihua, who is the director of the foreign affairs office of the Ministry of National Defense, summoned the military attaché of the US embassy to China and lodged a solemn protest to the US, sources in the ministry told chinadaily.com.cn Saturday.

China will also impose sanctions on the US companies involved in the arms sales to Taiwan, according to a press release of the Foreign Ministry.

The US administration announced its plan on January 30 to sell a package of arms worth about US$6.4 billion to Taiwan including Patriot (PAC-3) anti-missile systems, UH-60M Black Hawk helicopters, Harpoon Block II Telemetry missiles, Osprey Class mine hunting ships and a command and control enhancement system.

Huang said the Chinese military expresses great indignation and strongly opposes the move which “is gravely against the three joint communiqués between China and the United States, especially the ”August 17” communiqué”, the two leaders” consensus on Sino-US ties in the new period and the principle of the US-China Joint Statement.

“The plan endangers China”s national security and core interests and will severely disrupt the ties between the two militaries and will have a seriously negative impact on the cooperation between the two countries as well as peace and stability in the Taiwan Straits,” Huang said.

“The Chinese military expresses its strong indignation and opposition to the US move which betrays its promises to China, wantonly intervenes in China”s internal affairs and damages China”s national security.”

To avoid further damage to the bilateral military relationship and cross-Straits stability, the US government must stop the arms sales and end the military ties between the US and Taiwan, Huang said.

He noted that the Chinese government will never compromise on the Taiwan issue and the Chinese army will resolutely fight against any deed that impairs the state sovereignty, safety or territorial integrity.

Chinese government will monitor development of the situation and respond accordingly, he added.

Chinese Vice Foreign Minister He Yafei said earlier Saturday that the Chinese government was “strongly indignant” about the proposed arms sales and has lodged a solemn representation to Jon Huntsman, the US ambassador to China.

The US side states in the “August 17″ Communique signed in 1982 that “it does not seek to carry out a long-term policy of arms sales to Taiwan” and “intends to reduce gradually its sales of arms to Taiwan, leading over a period of time to a final resolution.”[China news]

The death toll of a collapsed apartment building in Hong Kong rose to two as rescuers found the body of a man in the rubble late Friday, said a report posted on the website of the HK Special Administrative Regional government.
Five people are said to be still under debris, eight hours after the tragic event.
The five-story apartment building in Hung Hom, Hong Kong”s Kowloon district, collapsed suddenly around 1:30 p.m. local time ( 0530 GMT) Friday afternoon.
A 40-year-old woman was certified dead before being admitted to the hospital, meanwhile two men aged 56 and 79 years old respectively who were found injured made their own way to the hospital to seek medical treatment.

By 5 p.m. local time, the 56-year-old man was discharged from hospital while the elder one was in stable condition.

With the rescuers racing against the clock to search and dig the site, the China city”s warfare officials made accommodation arrangement for some 40 evacuated residents, handing out blankets, food and drinks.

Hong Kong Chief Executive Donald Tsang and several other officials visited the site soon after the accident.

Tsang said the government will “take good care” of those affected, adding that an thorough investigation will be made to find out the cause of the tragic event, which he indicated might have been related to the fact that the building was more than 50 years old.[China news]

Leon Lai on Duty: Children and HIV/AIDS

Leon Lai shares his Yunnan trip experiences.

You may recognize Leon Lai as Peking Opera master Mei Lanfang in the film “Forever Enthralled”, and the kung-fu beggar in “Bodyguards and Assassins”. But to the children who live in the shadow of HIV/AIDS in southwestern China, the name Leon Lai conjures up not a movie star but hope and love.

Lai, a popular Hong Kong actor-singer as well as a goodwill ambassador for the United Nations Children”s Fund (UNICEF), has just concluded a three-day trip to the remote Longling County in Yunnan Province, near the China-Myanmar border.

Lai, who has helped launch UNICEF”s Local Action for Rural Children (Larc) program in 2006, was in Longling to see how children there have been benefiting from the project.

Longling is among the 20 impoverished areas around China that the Larc project aims to help to better health, education, water, sanitation and HIV/AIDS services. Poverty aside, the spread of HIV/AIDS has become remarkably fast in Longling in recent years, mainly through unprotected sex and mother-to-child infection, according to UNICEF.

During his stay in Longling, Lai visited families with infected members, listened to their problems, and played with infected children. He also joined teenagers in activities promoting HIV/AIDS prevention.

“Awareness is what is needed,” Lai said on Friday at a press conference in Beijing, where he shared his first-hand experiences about the trip. He recalled watching a group of teenagers rehearse a stage play about HIV/AIDS prevention. “When you talk about HIV/AIDS, almost inevitably, you touch upon the topic of sex. But the performers were 17 years old; they talked about safe sex in a serious manner. I think their teachers educated them right.”

“Leon”s visit is hoped to convey the message that HIV/AIDS is not somebody else”s problem; it is increasingly everyone”s problem,” said David McLoughlin, officer-in-charge and deputy representative of UNICEF China, “Let me express my gratitude to Leon Lai for his long-standing support for children in China.”

Leon Lai, with an enduring career spanning film, TV and music, is an advocate for charities as much as he is an entertainer. He was appointed UNICEF international goodwill ambassador in 1994, and has been actively involved in raising awareness and funding for children in need. As well as China, Lai”s charitable footsteps can be traced in Rwanda, South Africa, Tanzania and Brazil.

UNICEF, which works to bring children worldwide with health care and education, began its cooperation with the Chinese government in 1979. The organization has a number of Chinese celebrities on its roster, including Leon Lai, Jackie Chan, Lang Lang and Gigi Leung. [China news]

Miscarriages, H1N1 shots ‘not linked’

Miscarriages, H1N1 shots ''not linked''

Flu vaccine still recommended for pregnant women at high risk

Several pregnant women had miscarriages after receiving the H1N1 flu vaccine on the Chinese mainland but the cases were not linked to the shots themselves, China”s vaccine chief said yesterday.

Liang Xiaofeng, director of the Chinese Center for Disease Control and Prevention”s (CDC) immunization center, did not give further details on the exact number of miscarriages detected among about 10,000 would-be mothers who chose to receive the shot so far.

“The H1N1 flu vaccine has been proven worldwide to be safe and effective among pregnant women. Recommendations to take the shot for them (pregnant women), who are at particularly high risk of developing life-threatening complications once contracting the virus, remain unchanged,” he told China Daily.

Most of the victims reported are women who were three months pregnant or less, Liang said.

About 15 percent of recognized pregnancies will end in a miscarriage, studies have found. More than 80 percent of miscarriages occur within the first three months of pregnancy.

“The miscarriages detected were all coincidental. In other words, without receiving the vaccine, it may still happen,” Liang said.

However, by weighing the benefits and risks, pregnant women, who make up nearly 14 percent of the total number of reported deaths from the A/H1N1 flu on the mainland, should get the shot as long as the pandemic is still ongoing, he said.

A large majority of pregnant women are reportedly skeptical of the vaccine, particularly when the pandemic continues to be at low levels as it has been in past weeks.

Deng Ying, director of the Beijing CDC, told China Daily no pregnant women in the capital had to date received the H1N1 flu vaccination, which has been free and voluntary.

A Beijing-based would-be mother surnamed Liu, 31, who is expecting her baby in a month, said: “I”ve heard that no vaccine is risk free, so I have not gotten the jab for fear of potential side effects and harm to both me and the baby.”

In Hong Kong, two women had reportedly suffered stillbirths and another four suffered spontaneous abortions after receiving the H1N1 vaccination in late December.

Local health authorities said they have found no link so far between the incidents and the vaccine.

That has further dampened Hong Kong people”s enthusiasm toward the vaccination, said director of the Center for Health Protection, Thomas Tsang Ho-fai.

The “underwhelming” response to the vaccine might leave Hong Kong with plenty of unused doses, he said.

More than 68 million people on the mainland received the jab as of Monday.[China news]
